Your waypoints and your programmed changes draw on the same allowance. The number below is a total, to split between the two as you see fit.
The first row is a boat without the Full Pack or a subscription.

The number depends on the race, not on the account
An option you had on one race may appear marked VIP on another. That is normal: what counts is the equipment you took for that particular race, not your account in general.
Getting one more, one at a time
Without the Full Pack or a subscription, you can add one waypoint or one programmed change by watching a short video, at the moment the option runs short. See Getting benefits by watching a video.
